Kabardey-Balkar İnsani Çalışmalar Enstitüsü’nden Açık Mektup Kabardey-Balkar İnsani Araştırmalar Enstitüsü ve Rus Bilimler Akademisi (KBIHS) Kabardey-Balkar Cumhuriyetinin (KBR) 1926’da kurulan en eski iki enstitüsüdür.

Enstitü çalışmalarını Rus Bilimler Akademisi (KBIHS) tüzüğüne ve KBR yönetimi ile Rus Bilimler Akademisi(KBIHS) arasında 29 Mayıs 2009’da yapılan anlaşmaya uygun olarak yürütür. Bu anlaşmaya göre 34 çalışanın gideri Rusya Federasyonu bütçesinden, 61 çalışanın gideri de KBR tarafından karşılanır. Devlet İstatistikleri Federal Servisinin KBR bölgesi şubesi KBIHS kurumunu ‘Devlet kurumu’ olarak kaydetmiştir. Enstitünün izlediği akademik-idari ve mali yapı 2009 yılında yapılan anlaşmayla oluşturulmuş ve hem federasyonun hem de KBR’nin amaçlarına uygun bir şekilde düzenlenmiştir. Rus bilimler akademisi enstitüye her yıl 20 milyon ruble (650.000 dolar) göndererek KBR üzerindeki yükü %50 azaltmaktadır. KBIHS akademik bir kurum olarak Rus Kafkasoloji biliminde lider merkezlerden biri haline gelmiş ve bir çok önemli çalışmaya imza atmıştır.

Enstitü KBIHS tarafından , Rus Bilimler Akademisi, Kabardey Balkar Eğitim ve Bilim Departmanı ve Kabardey Balkar devlet üniversitesinden oluşturulan bir komisyon ile tescil edilmiştir. Bununla birlikte, yerel bürokratların KBIHS’nin statüsü ile ilgili özellikle de enstitünün bulunduğu Nalçık merkezindeki Puşkin caddesindeki bina ile ilgili kötü niyetli planları bulunmaktadır. Bu bürokratlar tarafından enstitüye KBR bütçesinden ayrılan para kesilmiştir. Polis departmanı birinci şubesi tarafından enstitüde bilim adamlarınca kullanılan 13 bilgisayara el konuldu. Bütün bu gelişmelerin KBIHS’nin kuruluşunun 85. Yıldönümünde gerçekleşmesi oldukça acıdır. 1. KBR’de Çerkes tarihi , dili ve kültür, ile ilgili çalışmalar yapan tek akademik kurum olduğundan KBIHS’nin kesilen bütçesi yeniden geri verilmelidir.

2. Kurum KBR’nin en eski akademik kurumu olduğundan ve ticari bir yapı olmadığından zamansız teftişlerden kurtarılmalıdır

Fellow Circassians, we must mobilize and let our voice be heard. The Institute of Humanitarian Studies in Nalchik may be shut down. It is one of only two institutes in the whole world committed to Circassian language, culture and history. It employs over 100 scholars and has produced some amazing work. Below is an open letter from the Institute. It has been translated from Russian into English and Turkish. Please take a moment to read the letter, and then help us to make our voice be heard. All we need is a simple email stating: Please do not shut down the Kabardino-Balkar Institute of Humanitarian Studies. It is too important to the Circassian nation to allow it to close. Our brothers and sisters in the homeland are counting on our help. All I ask of you is to forward this message as far and wide as possible, and send a short email to the addresses above. A complete translation of the Institute’s letter is provided below. By the collective of the Kabardino-Balkar Institute of Humanitarian Studies The Kabardino-Balkar Institute of Humanitarian Studies of the Government of the Kabardino-Balkarian Republic (KBR) and the Russian Academy of Science (KBIHS) are the oldest academic institutions in the Republic, founded in 1926. The institute performs work based on the Constitution of the KBIHS and the Agreement between the Russian Academy of Science and the Government of KBR, established on May 29, 2009. According to the Agreement, the KBIHS receives funding from the Russian Federal budget (34 workers) and from the local Republican budget (61 workers). The territorial branch of the Federal Service of State Statistics in KBR registered the KBIHS as OKFS №11 “State property,” consisting of both federal and regional property in Russian Federation. The academic-administrative and financial form established in the Agreement of 2009 proved to be the most appropriate, satisfying both Federal and Republican goals. The Russian Academy of Science transfers KBIHS 20 million rubles (650,000 $USD) annually reducing expenses to the Government of Kabardino-Balkaria by 50%. As an academic institution the KBIHS has achieved much and established itself as one of the leading centers in Russian Caucasology. The institute was certified by the KBIHS through a combined commission consisting of the Russian Academy of Science; Department of Education and Science of Kabardino-Balkaria, and; Kabardino-Balkar State University in April 2011. Nevertheless, local bureaucrats have plans and plots about the status of the KBIHS, mainly relating to the building in which it resides, which is located in the center of Nalchik on 18 Pushkin St. These bureaucrats have blocked financing to the Institute from the budget of Kabardino-Balkaria. All this is taking place behind the backs of the scholars of the KBIHS, as if their work is a small matter, not even worthy consideration. With growing alarm, we are witnessing a campaign with the singular goal of destroying and taking over the KBIHS. During the last three years, numerous inspections have been conducted with the goal of identifying problems in the work of the institute. This has gone so far as to include the Working Inspection; Fire Department; Police Department of Kabardino-Balkaria (MVD), and; Attorney Departments (Prokuratura) Kabardino Balkaria and Nalchik. Recently, the Branch One of the Police Department of Kabardino-Balkaria confiscated 13 computers necessary for the scholars to conduct their research. All that is taking place on the 85th anniversary of the KBIHS, adding to the drama. Accordingly, we ask you – 1. To restore former funding of the KBIHS; it is the only academic institution in the Republic dedicated to the history, language, and culture of our people from the ancient to modern times. 2. To provide protection to the KBIHS against “unscheduled” inspections, because the Institute is not a commercial organization but the oldest academic institution in KBR. Nassip Foundation
